Prevent New Users From Logging In

Windows 95, 98, and Me all allow you to have multiple users, each with their own settings, password, and Start Menu.
However, since anyone can simply log in by choosing a new username and password, Windows isn't nearly as secure as most of us had hoped.
Here's how to patch this hole in security:
Solution 1
- Obtain and install the Shutdown utility (13 kb).
