if everything seems to be working okay under safe mode, then probably the problem is with some background application, or worse, failing hardware.

try first disabling all startup items from msconfig, same as with some non-microsoft services found in there too. apply then reboot.

honestly, i would consider your problem worse than just annoying. hard resetting your computer frequently can be fatal to your hard drive. that scenario is equal to a machine being exposed to a power failure, thus an improper shutdown. HDDs are not built to withstand long on that.
