Opening window takes over screen

Sometimes I'll open a new window and minimize it while it's continueing to open.
When the minimized window is completely generated, it takes over the screen and goes
to full sized, putting the window I'm currenty working in into the background.
Is there some way to allow me to control what window is front and center at all
times?
