How are you checking for it? Are using dir from a command prompt or are you using Windows Explorer or My Computer? If using dir, then you need to enclose the path in double quotes, like this:

dir "C:\Documents and Settings\Jignesh\Application Data"
or dir "%appdata%"

The Application Data folder and many other files and folders have the Hidden and System attributes so in order to see them in Windows Explorer, you need to show hidden files and folders in Folder Options.

Open Control Panel then Folder Options and click on the View tab.
Select "Show hidden files and folders"
Uncheck "Hide extensions for known file types"
Uncheck "Hide protected operating system files (recommended)" (click Yes when prompted
Click the Apply to all Folders button and click Yes when prompted.
