I can gaurantee it is not normal. Whoever the tech was that told the person it
was normal, is an idiot. Dell seems to have gotten worse over the years. Someone
was probably on their lunch break and just didn't want to deal with it.
You should contact Dell and ask them. They will probably have you run the Dell
diagnostics. Consult your manual to see how to do that (if you haven't deleted the
diagnostics partition if it is on your hard drive)
If the battery is OK, then maybe the chip in the battery is defective, the battery
was running too hot etc. If it's charging fully as it used to in the same amount
of time, then the powersupply is OK. Many things are possible, including a defective
motherboard. There are also ways to recalibrate the battery as it grows older but,
that won't trigger the warning LED until the battery is at the end of it's life.
More of the forums indicate that replacing the battery solves the issue. The only
way to know is getting a replacement. I always have a spare anyway just in case
because sooner or later, they can fail slowly or quickly (the batteries, the individual
cells, actually start to degrade as soon as they are made). Dell is quite known
for not being friendly with non Dell replacement batteries so when the time comes,
you can gamble on that to see if a Generic battery will work properly.
ANyway, it is a subject for further Discussion on a hardware forum. I did see
references to particular models of Dell's being upgraded to Win 7 and having issues
with the battery but that doesn't seem to be the case here?
