I suppose the next diagnostic steps could be:

1. To borrow and external mouse and an external keyboard - and see if that makes a difference. That may identify whether or not its a hardware issue, and would be my first choice of action.

2. See what happens with, say, Excel in Safe Mode. That may give some clues about software issues.

3. And, if you like, you can delete the mouse and keyboard and let Windows rediscover them. Do one at a time and reboot. That might repair a damaged driver installation.
