Network and Sharing Centre is missing

The icon in control panel for Network and Sharing Centre is now just a yellow
folder, not an icon, and when I click on it the screen flashes and for a brief moment
a tab opens saying "Windows Explorer.." but nothing happens. It used to work, enabling
me to see my whole network and all that was on it and connected, but it has mysteriously
stopped working. How can I get this back? Thanks for your help.
