Administrator Interfering with Download

I have been  trying to download software from a site, but I constantly get the message "The System Administrator has set policies to prevent this installation".  I am the Administrator.

I clicked on Control Panel, and changed my status to user, but still get the same message.  Any clue on what I need to do...?
