Recycle Bin REALLY is messed up

I can not empty the recycle bin by clicking the "Empty the Recycle Bin" button in
Explorer. Also, the desktop icon always shows full.
YES! - I have deleted the recycle bin and had it rebuild
YES! - I even did it from an "Administrator Command Prompt" in DOS.
YES! - I went to "Personalize - Desktop Icons" and reset them.
I have tried everything I could find posted on the internet to get my empty icon
to look normal and have the "Empty the Recycle Bin" button in Explorer work again.
The Restore button works! I can right click a file in the recycle bin and select
delete and it goes away. I have even added a "Empty the Recycle Bin" option to the
right click menu in Explorer and it works fine. I can choose a different icon for
Empty Recycle Bin on the desktop, but it NEVER changes! I know all of this is because
some line is missing in the Registry. I just don't know what line it is. Same problems
no matter which user is signed on.
I can use and empty the Recycle Bin, but I find the desktop icon and non-functioning
button to be ........
ANNOYING!
