Purpose of WINDOWS1 directory?

Greetings, All,
Over the past decade I have had 3 computer systems running winME (one came with
winME preinstalled as the original OS, and the other two were upgraded at various
times from win95 OSR2). All of them had Windows ME installed in C:\WINDOWS with the
appurtenant subdirectories.
Last week I brought home an old winME machine (original OS) from our business
office which had been replaced with a newer system, and thus became expendable. I
was surprised to find that in addition to the standard C:\WINDOWS directory it also
has a WINDOWS1 directory, which is quite a bit smaller than the WINDOWS directory
but appears to contain many of the same files and subdirectories. It seemed to me
to be superfluous, so I tried to delete it, but Windows refused, telling me that
it was "necessary".
What is the purpose of WINDOWS1? Is it REALLY necessary?
