If you want my off-the-cuff opinion, not guaranteed, I'd say your description
of your problem sounded like the experiences of someone who had previously tried
to install the Kernel extender (KernelEx) in Windows ME, not the Microsoft Layer
for Unicode.
The software and problems you describe sound typically the
type of problems you'd encounter with the more complicated KernelEx program.
You won't run into those levels of complexity in using the unicows.dll file. By
the way, although it typically gives you two files, the only one you need to use
is unicows.dll (the other is for use in developing new software for the Layer, and
is not needed for simply running programs designed to use the Layer).
