The download page for the Microsoft Layer for Unicode (MSLU) on Windows 95/98/ME

The Microsoft Layer for Unicode does not install in the Windows registry. And it never has
done.
It provides only a single standalone .DLL file called UNICOWS.DLL
- the entire point of this strategy being to furnish unicode functions only to specific
.exe programs which require them, so as to avoid crashing programs that are unicode-averse.
Hence the DLL must be copied to the directory containing the .exe file that
needs it, because the DLL can only answer unicode calls that are made in the directory
in which it resides.
