I'm so sorry: I was in a hurry last time, and in consequence I unintentionally overlooked one part of your question.

If you install the Kernel Extender (KernelEx.exe) in Windows ME it will *not* prevent you running any of your existing programs, such as your favorite Opera browser.

The Kernel Extender allows you to run additional programs, that were intended for Windows XP. It will run just about any program that will run on Windows XP, because it adds to Windows ME the ability to interpret certain functions (technically, function calls used by the Windows kernel) that exist in Win XP but don't exist in Win ME.

It extends the capability of Windows ME, by extending the type of function calls which it can understand. It doesn't lose the ability to understand Windows ME functions; but it does get the ability to handle a whole bunch of extra functions found in Windows XP programs.

Sometimes Windows ME programs don't like this.

If that happens, you just add the Windows ME program in question to a list of programs (stored in the Windows registry) that the kernel extender will ignore. It then doesn't allow that program to interact with the new settings, and it functions as an ordinary Windows ME program.
