If it hasn't been used for a while, one of the cooling fans might be siezed, meaning 
it won't turn.  The power supply fan in many of them was also the CPU air flow fan 
too.  You will probably have to open the case and check the fans when you start it. 
 Other possibility is dirt in the heatsinks, but that shouldn't power it off in 5 
seconds.  Could have a settings problem in the BIOS where it restarts after a power 
failure.  Lots of possibilities but definately a hardware issue.
