Some **old** MoBos/BIOSes *might* have an even lower limit,
but most Win9x (software) setups are limited to 512MB of RAM with the default install.
Some setups don't mind a bit with more.
Here's a thread that discusses tweaking Win9x RAM usage:

The mdgx.com link there contains a nice little chart with values.
As C K noted in that thread, he got his box to use 1GB.

That is a peculiar number.
64+32 = 96
It *is* possible that your P4 MoBo can hold more RAM than Win9x can use
and in that case the OS will throw a hissy fit.
At that point, remove some RAM, tweak the value of MaxPhysPage,
then add the RAM back.
Some really old systems would require BIOS tweaks as well.
I would think that finding W98 device drivers would be a bigger problem than RAM.[1]
...and I'll mention an OS that runs on old iron
and which doesn't run into the *too much RAM* problem.
Here's one version.
Here's another.
(Either will run from the CD **without** even *installing* anything.)

Megabytes is abbreviated "MB" (both letters in upper case);
mb would be millibits (a meaningless term).
Et cetera is abbreviated "etc.".

[1] Linux is less likely to have problems with drivers as well.
