Definitely true. M$ didn't get USB right until WinME
(you're lucky your gear is even supported under W98).

Micros~1 quit development on MS-DOS long before USB was around
--though, again, there is an Open Source Software version of DOS
which has excellent USB support.

*could* have reached its end of life
--though, if Safe Mode will ~work, I'm not ready to conclude that.
...but you do have to accept that gear has a limited lifespan.
I think device drivers aren't being loaded from a drive that has weak sectors
where the magnetic oxide coating on the platter
aged badly first in that particular spot.
Doing the surface test on the platter
will assure that known-bad sectors won't be used ever again.
With luck, the data you need is duplicated on sectors that don't suck yet.
Fastidious backups in the near term
and budgeting for a replacement drive in the longer term should be on your list.
