It seems you're being a bit loose with the use of that term.
Think of a device driver as
an adapt-o-kit or a translator between an OS and a piece of hardware.

If the ISP didn't supply any hardare that goes *inside* your computer,
then they didn't need to supply any device driver software either.
To state my position once again: Those ISP disks are worthless junk.

Marjorie recently had similar troubles. Steve gave her a diagram of a basic setup:

(If your Win7 box is working, that graphic should be redundant.)
The full thread outlining Marjorie's ordeal
is accessible if you scroll down that page.

(When it comes to ISPs' setup disks,
Steve is another guy who doesn't have rose-colored glasses):

Ed's wired-only approach is the real nugget so far.
If that works, then it's just a matter of getting the RF part working.
At that point it's an unplugged device, a blown-up device, or a borked device driver.

There may, however, be good news in sight.
The end of the era of sucky, anti-competitive ISPs may be drawing to a close:

...as opposed to the status quo:

(Summary at the top of that page.)
