||[Every time] I do a file operation
||(recycle bin empty, copy files[,] cut and paste, etc.) 
||after re-booting the computer all file operations that have done
||are restored to their pre-re-boot positions.

It sounds to me like System Restore gone crazy
--but since that isn't part of W98, he would be posting to the wrong forum.

If he was running Norton GoBack (which M$ copied to make System Restore)
and that went crazy, I could see this happening.
Otherwise, I'm stumped.  If it *is* an infection, it's unlike any I've heard of.
