Cannot find CDROM on PC

I formatted a Hard Drive and was installing Windows 98 on the system and now I cannot find the CDROM. The Driver is: OTI-91X ATAPI REv. D91XV352. I get the following error when I use the win 98 startup disk the following appears: "It loads oti-91x ATAPI cd-rom device driver, Rev d91xv352 device name- MSCS001. No drives found, aborting installation." I am not that familiar with all this. I have also looked at other posts and I get confused. Can anyone help me out. Keep in mind that my Hard Drive is Formatted. Thanks Jeff
