It shouldn't NEED to ask for that any more, if as you say, the reinstall of Windows98 was going along normally. Also, TTBOMK, there isn't enough difference between the two W9x emergency disks to harm anything, or to change anything.

All of the Win9xes used "Command.Com" to perform as the command interpreter, and copied it to the root of the C:\ hard drive during the early install steps. Why it did not do that seems to point to errors during the install that you haven't told us about. There should be a local copy of it in the \Windows\Command folder.
