Error 998 / Win 2k Server / Computer browser won't load

I'm running win 2k server and in the past few weeks, the computer browser won't start 
up, causing me a LOAD of network problems with all my server/based software.

I go to services.msc and try to start up the computer browser service and get the 
following error message:

"Could not start the computer browser service on local computer
Error 998: Invalid access to memory location"

Additional Details
1. No router - network setup on 2 dlink 16 port switches.
2. All local IP addresses unique (verified each workstation)
3. Printer sharing is on - - - printer directly connected to server accepts remote 
jobs fine.
