can't reformat the hard-drive

I have an HP Pavilion. I'm trying to install a fresh copy of W2K and I want to erase
whatever there is on the hard-drive. But, during the installation, I cannot format
my hard-drive. When I get to the point where the installation is telling me that
I have only one partition, and that I can press 'D' to delete it, 'C' to create a
new partition, none of these options, (C nor D) are available. I can install another
copy of OS besides the older one. Which occupies more hard-drive real estate. Is
there a setting in BIOS that I have to change? Thanks anyone.
